DRA Omitted Guidelines Increase

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed, claiming that the DRA didn't add a guidelines increase for one lease renewal period. The DHCR ruled for landlord. The DRA had omitted a guidelines increase for a lease commencing on July 1, 1990. The total amount of rent overcharge was reduced from $4,450 to $3,700.
