Defective Toilet

Tenant complained of a reduction in services based on a defective toilet. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on restoration of services. The DHCR ruled against landlord. The DHCR's inspector found that the toilet seat was too big for the bowl, the toilet didn't flush properly, and it was rusted inside the porcelain bowl. The DRA properly denied landlord's application to restore rent.
