Defective Facade

DOB issued a violation notice to landlord for not maintaining the exterior wall of its building. The notice stated that a section of brownstone window jamb fell from the fifth story to the sidewalk and that additional sections of the facade were cracked, missing, and defective. Landlord admitted the condition but claimed that the wall wasn't a hazard since this was the first time such an accident had occurred and no one had gotten hurt. The ALJ ruled against landlord and fined it $800. Landlord appealed. ECB again ruled against landlord.
