Cracked Fire-Rated Windows

Tenant complained of a reduction in services based on a number of conditions. The DRA ruled for tenant and reduced her rent based on a finding that a window lobby pane was cracked. Landlord appealed. The DHCR ruled for landlord. Cracked fire-rated windows are specific-ally defined under DHCR policy as a ``de minimus'' condition not warranting a rent reduction. Landlord must still fix the window, but the rent reduction was revoked.
