Hairline Cracks in Wall

Tenant complained of a reduction in services based on hairline cracks in his kitchen wall. The DRA ruled against tenant. The DRA found that this was a minor item that didn't warrant a rent reduction. Tenant appealed, claiming that the cracks weren't minor and that HPD had issued a violation to landlord because of them. The DHCR ruled against tenant. HPD's violation summary stated only that there was a pending violation for some plastered surfaces in the kitchen. The DRA's decision was based on its own inspection.
