Landlord applied for MCI rent hikes based on a number of improvements. The DRA granted MCI rent hikes for a boiler/burner and consulting services but denied any rent hike for a fuel storage tank and other improvements. Landlord appealed and won. The fuel storage tank was directly related to the boiler/burner installation and, so, qualified as an MCI.
