Construction Debris Wasn't in Public Area

DOB issued a violation notice to landlord for storing excessive construction debris in an apartment in a building. Landlord objected. The ALJ ruled against landlord and fined him $500. Landlord appealed, arguing that the code section cited in the violation notice applied only to public areas of a building. ECB ruled for landlord and revoked the fine.
