Code Violations Referred to HPD

Tenants complained that they weren't given access to the building's basement. They claimed they needed access to change burned-out fuses. Landlord claimed it had installed circuit breakers in the apartments and hallways and so basement access by tenants wasn't necessary. The DRA ruled against tenants because their complaint had devolved into one concerning whether the circuit breakers were adequate and functional. Tenants appealed and lost. As stated by the DRA, HPD's Division of Code Enforcement was the proper city agency to decide tenants' claim.
