Building Sold Before Violation Issued

DOS issued a violation notice to landlord. Landlord's representative claimed that landlord had died and that the building had been sold before the violation notice was issued. The ALJ ruled against landlord because his representative didn't submit enough proof. Landlord's representative appealed. She submitted a death certificate showing that landlord had died in 1981. She also submitted a copy of the deed showing that the building was sold in 1986. The violation notice was issued in 1990. The ECB dismissed the violation.
