Landlord Sold Building Before Violation Issued

DOS issued a violation notice to landlord for not maintaining trash receptacles. Landlord claimed he sold the building before the violation notice was issued. The ALJ ruled against landlord and fined him $100. The ALJ stated that landlord didn't submit a notarized statement or enough other proof of his claim, and landlord appealed. Landlord now submitted a notarized statement with the date the building was sold, along with a copy of the mortgage and closing statement for the sale. ECB ruled for landlord and revoked the fine.
