Broken Oven Timer and Low Buzzer Noise

Tenant complained of a reduction in services based on problems with his oven and intercom buzzer. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the conditions complained of were minor and didn't warrant a rent reduction. The DHCR ruled against landlord. The wall oven timer is a part of the oven and must function properly, even if it doesn't otherwise affect whether the oven works. And tenant's intercom buzzer was too low to be heard.
