Annual Registrations Not Filed

Rent-stabilized tenant complained of a rent overcharge. The DRA ruled against tenant, finding no overcharge. Tenant appealed, claiming that landlord never sent him annual registrations even though the DRA found they were filed. Tenant showed that the last registrations for the apartment stated that it was rent controlled. The DHCR ruled for tenant, finding that landlord had never filed the annual registrations. So tenant's rent was frozen until such time as registrations were completed, and landlord couldn't collect rent increases charged. The total overcharge in this case was $110.
