The DOS issued a violation notice to landlord. Landlord appeared before the ALJ and pointed out that the address on the notice was illegible. It was issued for either 230 or 250 West 76th Street. Landlord only owned 230 West 76th. The ALJ ruled that the notice applied to landlord's building and fined landlord $100. Landlord appealed. The ECB ruled for landlord and revoked the fine. The illegible address made the violation notice so ambiguous that no one could tell where the violation had occurred.
