Landlord applied for MCI rent hikes based on installation of an oil burner, waterproofing, and roof replacement. The DRA ruled against landlord in part, denying any rent increases for the waterproofing and roof work. Many tenants had complained about leaks and an inspection confirmed their claims. Landlord appealed and lost. An inspection showed that repairs made to fix the MCI installations were done in an unworkmanlike manner and the problems persisted.
