Landlord of 31 apartments in a co-op building applied for MCI rent hikes based on the installation of new windows. The DRA ruled against landlord. Landlord appealed and lost. Since landlord owned only some of the apartments in the building, the work wasn't done on a building-wide basis. And since the work took over three years to complete, it wasn't done as a unified project.
