Vinyl Siding Doesn't Qualify as MCI

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part, granting MCI increases for the installation of windows and window frames. The DRA denied MCI increases for vinyl/ceramic siding, leaders and gutters, and wood molding/siding. Tenant appealed and lost. Tenant complained about building or apartment services that were unrelated to the MCIs.
