Useful Life of Vinyl Windows Had Expired

LVT Number: 14569

Landlord applied for MCI rent hikes based on the installation of new windows. The DRA ruled for landlord, and tenants appealed. They claimed that the useful life of the prior windows hadn't expired. The DHCR ruled against tenants. The prior windows were made of vinyl, which had a useful life of 15 years. And landlord replaced those windows after 19 years. So landlord replaced the windows after their useful life had expired.
