Trial Required on Brother's Right to Public Housing Apartment

Tenant's brother sued landlord after tenant moved out of apartment. The brother claimed pass-on rights to tenant's public housing apartment. He had moved in with tenant in 1993; she moved out in 1994. Landlord claimed that tenant never added her brother to the list of apartment occupants. Tenant claimed that tenant tried to do this but that landlord NYCHA wouldn't give her the forms. Landlord didn't contradict this claim. A hearing was required to determine the facts.
