Tenant's Sister Gets Rent-Stabilized Apartment

Rent-stabilized tenant's sister complained that landlord refused to give her a renewal lease in her own name after tenant moved out of the apartment. The DRA ruled for the sister. Landlord appealed and lost. The sister submitted proof of her relationship to tenant, tax forms from 2010 and 2011 listing her address as the apartment, a Con Edison bill in her name for August 2013, a driver's license, bank statements, and sworn statements from friends and relatives showing that she lived with tenant for at least two years before tenant permanently vacated the apartment.
