Tenant's Granddaughter Can't Get Apartment

Rent-stabilized tenant's granddaughter complained that landlord wouldn't give her a renewal lease after tenant died. She claimed pass-on rights. The DRA ruled against the granddaughter. She appealed and lost. The DRA had asked the granddaughter to submit bank statements, a driver's license, W-2 forms or tax returns, or other documents showing that she had lived in the apartment with tenant for at least two years before he died. The DRA also asked for proof that she was in fact tenant's granddaughter, and proof of his death. The granddaughter submitted none of the requested documents.

Although she now submitted documents with her PAR that she claimed that she had submitted to the DRA, they were insufficient to prove her claim.
