Tenants Claim Roof Leaks

Landlord applied for MCI rent hikes based on the installation of a new roof. Tenants on the top floor complained that the new roof leaked severely. Landlord never responded to the DRA's requests for further information on this issue. The DRA ruled against landlord and landlord appealed. Landlord admitted that it didn't respond to the DRA's first request for information but claimed it never received any subsequent notices. The DHCR again ruled against landlord.
