Tenants Can't Raise New Objections on Appeal

The DRA granted landlord's application for MCI rent hikes based on installation of new apartment windows. Tenants appealed and lost. Tenants claimed that the MCI application incorrectly listed their apartments as having three rooms. Each of the two tenants argued that they only had one-room apartments. But tenants didn't raise objections to the room counts while the MCI application was pending before the DRA. So the DHCR couldn't consider those new claims on appeal.
