Tenant Waited Too Long to Claim Coverage

Tenant applied to the DHCR for a determination that she was rent controlled. Landlord objected. The DRA ruled against tenant. Landlord had filed a report of decontrol with the prior rent agency in 1956. Tenant's 47-year delay in claiming rent control status was unreasonable. The apartment wasn't subject to rent control.
