Tenant Purchased Own Refrigerator

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Among other things, landlord argued that tenant had bought his own refrigerator even though the one provided by landlord functioned properly. The DHCR ruled against landlord. The DHCR agreed that tenant didn't prove that landlord's refrigerator didn't work. And tenant's purchase of his own refrigerator didn't entitle tenant to stop paying the legal rent in full. However, the DHCR never reduced the rent based on tenant's refrigerator.
