Tenant Owed Back Rent

Tenant complained of a rent overcharge. The DRA ruled for tenant, found that the overcharge was willful, and imposed triple damages. Landlord appealed, pointing out that tenant owed back rent that wasn't deducted from the amount of the overcharge found. The DHCR ruled for landlord and reduced the overcharge amount by the amount of back rent owed. But the DHCR also found that the overcharge was willful.
