Tenant Not Rent Stabilized

Tenant complained of a rent overcharge. The DRA dismissed the complaint, finding that tenant was unregulated. Tenant appealed and lost. Tenant moved into the apartment on April 16, 1998. But the building had been converted to cooperative ownership under a conversion plan that took effect before that date. So, by law, tenant wasn't subject to rent stabilization.
