Tenant Not Protected Under Loft Law

The NYC Loft Board ruled that tenant wasn't covered under the Loft Law because he wasn't a residential occupant of the loft unit before June 21, 1992. Tenant appealed, and the appeals court upheld the Loft Board's decision. It was supported by substantial evidence in the record.
