Tenant Not Available for DHCR Inspection

The DRA ruled against tenant based on her failure to keep an inspection appointment. Tenant appealed, claiming that she was home all day on the inspection date. The DHCR ruled against tenant. The inspector's report stated that the hotel clerk telephoned tenant's room, but that there was no answer. So the inspector wasn't allowed up to tenant's apartment.
