Tenant Lived in Apartment for at Least 20 Years

Landlord asked the DRA for permission to evict rent-controlled tenant to recover the apartment for her own occupancy. The DRA ruled against landlord, and landlord appealed. The DHCR also ruled against landlord. Tenant showed that she had lived in the apartment for over 20 years. Her proof included a 1961 phone bill and a 1977 criminal court summons addressed to tenant as a witness. The DHCR's 1972 MBR records also listed tenant's last name as the rent-controlled tenant for the apartment. Landlord, in response, didn't present any proof to the contrary.
