Tenant Filed Late PAR

Landlord filed an application for high rent/high income deregulation of tenant's apartment. The DRA ruled for landlord based on tenant's default. The DHCR dismissed tenant's PAR because it wasn't filed on time. Tenant then filed an Article 78 court appeal. The court ruled against tenant. Tenant didn't file her PAR within 35 days after the DRA issued its order. The DHCR showed that its order was mailed in the regular course of business.
