Tenant Failed to Reschedule Inspection Scheduled by DHCR

The DRA granted tenant's application for a rent reduction based on a reduction in services but later granted landlord's application to restore rent based on restoration of services. Tenant appealed and lost. Tenant claimed that the repairs in question weren't completed and that she was a disabled senior citizen too ill to allow the apartment to be inspected on the date set by the DHCR. But the DHCR inspection notice advised tenant that up to two days before the scheduled inspection date she could call the inspector at a phone number provided to reschedule.
