Tenant Didn't Show Good Cause for Inspection Delay

Tenant complained of a reduction in services. The DRA ruled against tenant based on her failure to provide access for apartment inspection. Tenant appealed, claiming that she wasn't in New York when she got the inspection notice and that, prior to the inspection date, she twice requested that the DHCR reschedule the inspection. Tenant said it was improper for the DHCR to deny her complaint since she followed the agency's instructions for rescheduling the inspection. The DHCR ruled against tenant. Tenant failed to provide access for the scheduled inspection.
