Tenant Didn't Respond to DHCR's Request

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord later made repairs and applied to restore the rent. The DRA ruled for landlord and restored the rent. Tenant then appealed, claiming that repairs weren't made and that landlord got her consent signature on the rent restoration application by fraud. The DHCR ruled against tenant. While landlord's application to restore rent was pending, the DRA asked tenant to confirm the consent signature on landlord's application. Tenant never responded or submitted any proof that landlord fraudulently obtained her signature.
