Tenant Didn't Provide Income Verification Information

Landlord applied for high-rent/high-income deregulation of tenant's apartment in 2008. The DRA notified tenant and asked him to submit either the preprinted mailing labels or the first page of his New York State income tax returns for 2006 and 2007 so that the DHCR could verify his income with the Department of Taxation and Finance. Tenant didn't respond, and the DRA ruled for landlord. Tenant appealed, and submitted the requested information with his PAR. The DHCR ruled against tenant.
