Tenant Didn't Prove Intercom Defect

Landlord applied for MCI rent hikes based on the installation of a new intercom system. The DRA ruled for landlord and increased tenants' rents. One tenant appealed, claiming that the intercom system was defective. Her phone service, which was provided by a cable company, didn't work with the intercom system, and she couldn't hear people using the intercom. The DHCR ruled against tenant. Tenant's problem may be with her telephone service provider, not with the intercom system. No other tenants complained about the operating condition of the system.
