Landlord sued to evict tenant's son from public housing. The son claimed pass-on rights. The court ruled for landlord, and tenant's son appealed. The appeals court ruled against tenant's son. The applicable HPD rules required an occupant seeking pass-on rights to apply for tenancy within 30 days of tenant's moving out. Tenant's son didn't do so.
