Tenant Didn't Answer Deregulation Application

Landlord applied for high-rent/high-income deregulation of tenant's rent-stabilized apartment in 2010. The DRA ruled for landlord based on tenant's failure to answer landlord's application. Tenant appealed and lost. Tenant claimed that she had answered previous deregulation applications and that her income was below the deregulation threshold. But tenant didn't answer landlord's 2010 application even though the DRA sent her four separate notices with instructions and an answer form. Tenant didn't deny receiving these notices.
