Tenant Claims Water and Sewage Back Up into Bathtub

Tenant complained of a reduction in services based on water and sewage backup in her bathtub. The DRA dismissed the complaint after an inspection. Tenant appealed and submitted a copy of an HPD violation based on this condition. The DHCR ruled against tenant. There was no evidence of water or sewage backup when the DHCR inspected the apartment. And the HPD violation was issued after the DRA issued its order.
