Tenant Claims Problem Recurred

Tenant complained of a reduction in services, based on leaking bathroom pipes. The DRA ruled for tenant and reduced his rent. Landlord later applied for restoration of tenant's rent, claiming that the condition had been corrected. The DRA ruled for landlord, and tenant appealed. Tenant claimed that the pipes had been repaired at the time of the DHCR's inspection but that since then the bathroom ceiling again showed signs of water damage. The DHCR ruled against tenant. Tenant states a new problem in his PAR.

Tenant must file a new service complaint if there is a new problem.
