Tenant Claims Landlord Didn't Comply with Housing Court Agreement

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied to restore the rent based on restored services. The DRA ruled for landlord, and tenant appealed. Tenant claimed that landlord hadn't complied with a housing court settlement agreement in which landlord had agreed to make repairs. The DHCR ruled against tenant. Tenant had signed an acknowledgment that the repairs listed in the DRA's order had been made. The housing court agreement also stated that tenant consented to landlord's rent restoration.
