Tenant Can't Challenge 4/1/84 Rent

Tenant filed a rent overcharge complaint in February 1986. The DRA ruled against tenant. Tenant hadn't filed an objection to landlord's initial registration of her rent in April 1984. And there had been no overcharge since then. Tenant appealed and claimed she never received the RR-1 registration form in 1984. The DHCR ruled against tenant. Landlord submitted a receipt for the RR-1, signed by tenant and dated June 21, 1984. Tenant submitted no proof that her signature was forged. So tenant couldn't challenge the rent charged on or before April 1, 1984.
