Tenant Can Complain About Service Not Listed in Registration

Landlord asked the DHCR whether tenant could now complain that landlord didn't provide a service if tenant had never objected to landlord's 1984 registration of base date services and the service wasn't listed in the registration. In an opinion letter, the DHCR stated that tenant can file the service complaint. Tenant isn't barred from doing this by any provision of the rent stabilization law or code.
