Tenant Already Filed Claim with City Agency

Tenant sued landlord in court, claiming that landlord was trying to force him out of his apartment. He claimed that landlord was intentionally trying to inflict emotional distress on him. Tenant described various incidents where landlord beat, harassed, and cursed at him, and refused to make repairs. Tenant had already made the same complaints to the NYC Human Rights Commission. For that reason, the court dismissed tenant's complaint. The Human Rights Commission was fully able to decide tenant's complaint.
