Roof Was Patched, Not Replaced

Landlord applied for MCI rent hikes based on roof work. The DRA ruled against landlord, who appealed and lost. Landlord claimed that a new membrane was installed over the entire roof. While the DHCR's inspector reported that the work was only patched, landlord said that this was remedial work done after the roof installation. But the inspector's photos showed patched areas of the roof as well as other areas that were bubbling, cracking, and weathered. The DHCR accepted the inspector's report that the roof appeared merely to be patched in various areas.
