Rewiring Installation Done in Two Phases

Landlord applied for MCI rent hikes based on a rewiring installation. The DRA ruled against landlord. Landlord appealed, pointing out that because of financial limitations, the work was done in two phases over a one-year period, with one contractor. Landlord installed feeders and risers and the work qualified as an MCI. The DHCR ruled for landlord and approved the rent hike, taking into account landlord's explanation as to why the work was done in two phases and the fact that the work was done by one contractor.
