Restored Balconies

Landlord applied for MCI rent hikes for restoring balconies. The DRA ruled for landlord, and tenants appealed. Tenants claimed that the balcony work was repair and maintenance and didn't benefit all tenants in the building. The DHCR ruled against tenants. Landlord replaced old terrace doors, completely restored deteriorating slabs and beams, and did new concrete work. And landlord restored 83 balconies on seven floors of apartments. Only one apartment, which had direct access to a pool deck, had no balcony. The work was substantially building-wide.
