Landlord applied for MCI rent hikes based on restoration of the building's swimming pool. The DRA ruled against landlord. Landlord appealed and lost. The work landlord did was repair and maintenance work. Landlord partially replaced the structural steel reinforcement in the pool. The work wasn't done for the whole pool. And the fiberglass liner landlord installed didn't involve replacement and renovation of the pool tiles. Landlord merely covered the pool with surface coating.
