Tenant complained of a rent overcharge when landlord increased her rent-stabilized rent from $705 to $793 per month upon lease renewal. The DRA ruled against tenant. Tenant appealed and lost. Landlord gave tenant an early payment discount in a rider to her lease. The DRA correctly classified this as a preferential rent. Landlord was no longer required under the Rent Stabilization Law to renew tenant's preferential rent upon lease renewal.
