Rent of Apartment in Neighboring Building Used as Comparable

Landlord said that it wasn't advised that it could submit comparables from apartments in other buildings. Landlord submitted proof of a comparable rent from an apartment in another building with its PAR. The DHCR ruled for landlord and accepted proof of a comparable rent from 231 E. 50th St. for inclusion in calculating the fair market rent. The refund due tenant was reduced to $965.
