Renewal Lease Form Contained Mistakes

Rent-stabilized tenant complained that landlord sent her an incomplete renewal offer after she didn't have a lease for five years. The DRA ruled for tenant and ordered landlord to send tenant a complete renewal lease. Landlord appealed, claiming that he sent tenant a proper renewal form. The DHCR ruled against landlord. Rent Stabilization Code Section 2523.5(a) requires landlord to send tenant a renewal lease on a certain form. Landlord didn't use the right form and labeled the lease a vacancy lease instead of a renewal lease. The lease also offered tenant a two-year term but didn't state the start and end dates of the term.
